Colbert was sinister and French, while the City Administrator was neither.

Lytton wins, as he was a very sinister character, whose motives you never were quite sure of.
A pity he was wasted in Attack of the Cybermen. |

Speaking of waste, howabout poor old Peter Jeffrey--considered for the role of the second Doctor. But Androids of Tara? What a waste! At least The Macra Terror was comparitavly serious!
Now here's an oldie but a goodie...

oh no, must I choose???
Both of them are great in their own ways.
But in my opinion, I'll go for the Cybermen.
The Daleks were menacing, but even more so when Davros was around. Alone, I didnt really find them scary.
The Cybermen always scared me as a kid, and even though Revenge of the Cybermen is a terrible story, the image of the Cyber Leader with the black headgear, stayed with me for ages!!
Cybermen for sure. |

Davros for sure - no contest!
From Genesis onwards, he made the Daleks stories exciting again and watchable.
I hope he pops up in the new series at some point. |

How would Davros deal with De Flores? The mind control syringe thing he suddenly had in Resurrection? Or his lightning bolts from Revelation? Or best of all he'd employ him. Cinch!

I'll go for Dolland, as I didnt like Battlefield much at all.
Some parts of the Trial season were ok, and Dolland was one of them. |

We're comparing the villains alone; Dolland had a sinister moustache and an interesting gun whereas the Destroyer was all kind of scary and had one known vulnerablility--I'm picking it!
Dominators and Quarks vs Drashigs. |

Drashings for sure. They scared me as a small kid - even if they were ugly glove puppets! |

Yep, blind and all--the Dominators order the Quarks to attack, the Quarks make their singsong noise...and there's nothing left!

Eckersley wins, even if Monster of Peladon was an average story.

I found Eldrad to be quite an interesting villain.
It was quite clever the way the writer made the baddie change gender - kept the audience and the Dr on their toes.
Eldrad for sure. |

Bunch of old vampires confused, curious about silicon trangendered villain, who hits them over heads with a lerge rock (ie self).
Oh dear, Eric Klieg, Kaftan and Toberman vs the Fendahl! |

I'll go for the Tomb of the Cybermen villains.
Even though I loved Image of the Fendahl, I thought the actual monster itself was pretty lame. |

I like them, but this is a contest...
The Fendahl uses Kaftan for the Core, and the others into Fendahleen--no amount of sinister plotting or "Toberman destroy!" could prevent that..

Forester was an ethically challenged scientist who lucked into a potent insecticide he called DN6. Even armed with this, a revolver and an evil assistant named Smithers he was still over come by local telephone operator Hilda, her policeman husband Bert and the Tardis crew shrunk to microscopic proportions. I don't think Fenric has much to worry about.

The Gelth for sure, I found them quite creepy.
The Bannermen were quite lame, as was the entire run of Season 24. |
