I too find 21 more cohesive than 14, and there's only the two links (Frontios and Resurrection, and Caves and Twin Dilemma). Possibly it's Deadly Assassin; which does stick out of the rest of the season.



It is difficult to choose between them for development. It's got to be 21, for no better reason than it gives us a new Doctor!



And content. Fourteen has two bona fide classics in Deadly Assassin and Robots of Death. Twenty one's got Caves and a fine line in violence--22 one year early.



So that's 21--21--14, giving us 21!!

Yes, it's 2 vs 13!



The theme of 13 seemed to be "getting back to Earth", which seemed a bit incongruous. Two worked better as a single piece of drama, with references to previous stories. Which must have been frustrating to Australian viewers in the '60s, where it often screened out of order.



Two developed not only the relationships, but also the mythos of the series quite well, with the occasional Billy-fluff. It's two!



And content. I'm finding this more difficult, but 13 wins.

I was hoping we'd have some more comments by others but nooooo....



Here goes:



Telemovie and Five Doctors are evenly matched as single episodic formats, with the sheer number of anniversary elements in FD matching the innate stupidity of the telemovie. I rate them evenly.



The telemovie certaily wins on development, although as you point out is it development we necesarily want?



And content. Well, Superman gets to turn time back in his The Movie, so should the Doctor get away with it here? No? Five Doctors it is!



And that's a wrap!
